I NEED REPLACEMENT WHEELS FOR AN OLD ROWING MACHINE
THE WHEELS UNDER THE SEAT ARE RUBBERIZED APPROX 38 mm IN DIAMETER

Brand? Model? Replacement parts for older equipment can be notoriously difficult to come by. Give us some more info about the machine, and maybe someone here will know where to point you.
